The short explanation of this alert was:

Every year, 50,000-65,000 immigrant students who grew up in this country, attended school here, and graduated from high school here are blocked from pursuing their dreams of college education. Current laws lock undocumented students out by barring them from financial aid programs and requiring that they pay "out of state" rates. The Student Adjustment Act (H.R. 1684) and the DREAM Act (S. 1545), two bipartisan efforts, create an alternative: putting qualified young people on track to legal status and changing the financial aid laws that currently exclude them. California has taken a step toward making the college dreams of immigrant students more possible, but federal law still needs to change.
