How to stop underage drinking?  Tell Westchester lawmakers to get serious.

 

Westchester lawmakers have introduced legislation to address underage drinking.  This bill, however well intentioned, is badly misguided.

 

The proposed law would impose fines – and even a prison sentence – on homeowners and tenants who permit someone under 21 years of age to have a drink in the home. 

 

These penalties could even be imposed on the grounds that a homeowner had “reason to be aware” underage drinking might occur – but failed to prevent it.

 

The problem with the proposed law is obvious:  It will be all but impossible for police officers to enforce it without intruding upon the privacy of people’s homes.  Every birthday celebration, backyard barbecue and graduation party would invite a police visit.

 

Current state law gives police and the courts ample powers to investigate and prosecute teenagers who drink and adults who supply alcohol to minors.

 

Lawmakers should address the problem of underage drinking by promoting mature, responsible behavior among young people and by directing law enforcement to aggressively enforce existing laws that prohibit underage drinking.
