The short explanation of this alert was:

Congress is set to vote on the FISA Amendments Act, an unprecedented piece of legislation that will give sweeping new surveillance powers to the President and will leave little court oversight to protect privacy rights.

The FISA Amendments Act allows for "vacuum-cleaner" style surveillance that sweeps up the phone calls and e-mails coming in and out of the country with few protections.

The bill also capitulates to some of the most powerful corporations in the U.S. by giving immunity to telecommunication companies that broke the law by helping the Administration spy on the phone calls and e-mails of innocent Americans.
