Senator Feingold believes firmly in universal health care coverage and a federally driven state-based approach may be our best hope.    To that end, he has introduced legislation establishing a pilot program under which, in exchange for significant financial assistances, states would be required to move toward universal health care.    Under the Feingold bill, states that apply for the pilot program would have great flexibility in achieving that goal.   A state might decide to pursue a single-payer system; or, use a mix of the existing public health care programs along with private health insurance; or, a completely different approach.  The bottom line is that health care should be a right for all Americans.
