Action Needed to Protect Education Funding
Greetings,
Ohio is facing the most severe financial crisis in
decades. House Bill 318 would freeze income tax rates at
2008 levels for tax years 2009 and 2010 in order to restore
support for primary and secondary education and to avoid making
deeper reductions to other important programs and services.
This bill is necessary because $851 million in state support
for primary and secondary education is at stake. This is a
result of a recent Ohio Supreme Court Decision which ruled that
the installation of Video Lottery Terminals (VLTs) at Ohio's
seven racetracks, as contained in House Bill 1, will have to go
to the ballot for voter approval in November 2010. The
proceeds from VLTs are earmarked for primary and secondary
education. Moreover, state reductions of this magnitude
would jeopardize an additional $1.5 billion in federal stimulus
funds for Ohio's public schools. This would create a $2.3
billion budget reduction to primary and secondary education over
the biennium.
House Bill 318 is expected to receive hearings in the House
Finance and Appropriations Committee on Monday, October 19,
2009. The bill is slated for a possible vote in the
committee on Tuesday, October 20, 2009 and a vote on the House
floor the next day.

The Ohio Supreme Court recently ruled Ohio cannot establish Video Lottery Terminals (VLTs) at seven racetracks without a public vote in November 2010. That's too late to resolve the current crisis. If the Ohio Legislature doesn't act quickly, Ohio's public schools face the loss of $851 million in VLT revenues, plus $1.5 billion in federal stimulus funds. A total of $2.3 billion in state and federal aid for our schools is in jeopardy.
My district cannot afford to lose state and federal funding. This will force our district to reduce learning opportunities for students and lead to further elimination of education employees.
I urge the passage of House Bill 318 so that Ohio can continue to improve educational opportunities for our children and maintain critical support for primary and secondary education.
